PSE can't process those files, but Affinity Photo (and I assume full Ps) can. There is also the 32-bit tiff or OpenEXR (HDR) option, which leaves you even more room for tonemapping (raw file like), but the files are huge (twice the uncompressed 16-bit tiff size), and if your friend wanted this option he'd specifically ask for it.
